The people that drown in the flood and someone's soul really has nothing to do with one another. Everyone will die on Earth one day or other. The ones that don't receive Heaven is what is called "The Second Death". Just because these people "drown" in the flood, doesn't mean they missed out on eternal life with the father. And he didn't "give up" his son for anything, Jesus is at the right hand of The Father.
