If I recall, Rosenstein was said to have told them this well over a year ago. A lot can change in a year...not to mention that the statement itself is ambiguous because the original investigation was to have been into possible collusion between the campaign and Russia. NOT Trump. But it also had the additional scope of investigating anything ELSE it found. Not being a specific "target" of the investigation does NOT preclude anything.

thats not quite how it works. There would be no shutdown, if what has been agreed to would be signed. The refusal to agree to whatever has already been in common interest is what causes the shutdown.

As I said before, its like an abusive husband saying he would not have hit the wife if she had just done what he told. the country should not be run like that. There should be a deadline period. whatever both sides have agreed to is signed. whatever was not agreed to should be open to continue negotiating for the next round.
