They should never stop talking and when things are right there's always something new to discover.
Knowing when they're right -or could be right- for you... depends on how often you speak and/or meet. Usually you can tell quite fast, but you've got to ask the right questions and talk about the right things.
The right things = bringing depth into the connection and conversations.

Was it "How long should a girl and a boy talk and get to know each other:
- before meeting off the internet? My opinion is they should spend as little time as possible on the internet. To get off the internet and meet in a safe public space as soon as possible. I assume most people are of at least average i.q., common sense, and discernment.

- before having sex? My opinion is when both are willing to accept any and all consequences to having sex. Babies, STD's, feelings, whatever.

- before saying I love you? Doesn't matter. Saying "I love you" doesn't mean anything unless your behavior and attitudes communicate it.

- before having "the talk?" and defining it as a "relationship?" I don't believe in "the talk's." I think that's for children and in a relationship it's done by people who aren't being themselves, just putting up a facade, which they have to take down and ritualize steps in the relationship because they can't effectively communicate.

- before telling them you're handicapped, have a disease, have a kid, have a fetish, are some "other" type of sexuality, have a fwb, have another partner? Anytime before you start feeling you have to hide it from them.

Depends on the couple. Some take their time, others don't. It's how ever long you and your partner feel you need.
