Yes they do. If they drive they need gas. If they smoke they buy cigs. I'm not sure but those are probably 2 of the highest taxed items we purchase.

Food... taxes come at all levels.
Phone.. Federal line tax.

there is some kind of tax attached to almost everything you need or use. (sometimes buried in the 'explanation' part).

Got a phone... You pay a tax... (fed excise on lines and bandwidths).

Buy food... You pay a tax... (some diference between states).

Use Gas to heat your home... (you pay a tax... Some places have two taxes attached upon the movement of the gas).

There is a tax on paint to cover cost of disposal of execess and clean up.

There is a tax on rubber cause it stays for a long time in land fills...

Some of these taxes most people don't even know are there... and there is more... But finding all of them is hard.

In answer to the OPs question noone is not paying taxes. Even the illegals pay taxes while they are here.

The closest you can get to someone who does not pay taxes are the religious organizations and the diplomats who both are exempt from many taxes.
