The main issue with smoking bans is the harmful effects of secondhand smoke.

If person ‘A’ chooses to smoke then they are accepting the risk.

The theory is that person ‘B’ -- who doesn't smoke -- is vulnerable to the secondhand smoke that is just as damaging and smoking directly if they are 'trapped' in a plane, room, or in a situation wherein they can't remove themselves.

Of course kids and animals can't make a choice, and the government is stepping to be their voice with the new laws regarding children.
