I had a neighbor once who every time I was working in the garden came out in his speedos to sunbathe. I got a privacy fence up pronto! This man did not belong in speedos, it was the only time he came out and he was the whitest shade of white I've ever seen!
 He used to try to get me to come in and see his parrot all the time too.

Ah you can't blame the guy for trying.
You're an attractive woman. Just make it clear that you're very not interested. As long as he didn't start stalking or peeping or anything I don't see a problem. Just comes along with being very attractive.
