I don't like giving that much power to anyone. I don't think it's fair to compare him to other tyrants, either. I believe he has a power complex, but he certainly isn't as bad as some of the actual tyrants. We have all of these rules set in place to keep something like this from happening.

You can't make him do anything. Everyone is telling you to ignore him, and I noticed you said that's hard to do when you don't see him. Are you texting him? Are you e-mailing and calling him? Don't do any of those things! If he knows how you (I'm guessing you told him) then talking to him wont work. Especially if he knows you want him back and you're calling all the time to let him know that. Just make him think you're out, having fun, with other guys.. the best way to do that is by not communicating with him. If he calls then answer and tell him you're busy and you're going out. Don't do that too much though because he may give up. We have to feel like we're needed. Take away that feeling.

Either way, if that doesn't work... then I'm here!
