from a mans point of view..............maybe if you confront him about it and let him know that you know what he's doing, he may see the light and refrain from doing it again, especially knowing that someone outside of the circle could possibly call the law. very sticky situation to say the least. but as the others have said, unless the girl in question is willing to accept help, then your hands are vitually tied.
