To clear a few things up:

1. I have had dates here. It is a dating site AND social site

2. Matches come through 2 ways

1. The site generates them based on your search criteria

2. Members can manually match. You go go to someone's profile and click the "match with him/her" button

Remember, mutual match os only meant to be a fun way to connect, not the only tool used. People take it too seriously

3. Scammer topics only bring drama to the forums. The forums are meant for fun and discussion. Report and block suspected scammers. The site does check into it and handles it. This is the internet. Scammers are like roaches

This site doesn't force people to reply

An admins profile or a profile to an admin?

There is a report button on every profile. Depending on what version you use here (main site, mobile app, etc) the button will be either to the right of the picture or scroll down to the bottom of the profile

Check your spam folder amd make sure you signed up with the correct email address

Those get banned here now. The problem is people going off site and then gets scammed there. Here all you have to do is report them. It is impossible to prevent them from going to a site. It is what the site does about it.

the picture has to be on your computer/device, not on a website...

If the same profile came back, then they deactivated and then reactivated themselves

It means they are gone from the site. The user either deactivated themself or the site banned them

There is good and bad in all races. Why the competition?
