A business must be generating revenue in excess of costs (or have financial reserves) in order to pay employees. In order to spend more on employee wages (raises) a business must increase money coming in or spend less money somewhere else. Government can generate more money for wages by increasing taxes and fees....or spending less on services. An employee's time on a job may make them a more valuable worker, this does not automatically mean a business can pay them more in wages.
