Topic: incoming chat?

I logged in and saw a "Incoming Chat" Yes or No i clicked no thought was a b/s ad. But when i checked the list of people who viewed me it was the same person. How do i start a chat like that with people here? With People who are online?

Go to their profile and click on Instant Message it is one of the blue squares in a row like the e-mail user button.
