Free will is the ability to make the choices that are available to you. What if a rich man get's sick? He has more options than the poor man, simply because he has more money. That doesn't imply that he is any closer to being omnipotent than the poor man. As long as you have a choice, you have free will and there is always a choice. Therefore, free will is implicit in existance. You don't have to be omnipotent to make choices, but omnipotence would give you quite a few more actions to choose from.
