One reason could be they are deactivated. Let us assume it is the other reason, that their filters keep you out. I see you have no email filters. If you go to their profile, drop down to just above the text box, filters appear, such as: 'Must live within 50 miles', etc. If there are none there, or ones that do not disqualify you, then there is another issue.
