Who would win In a fight between RoboCop and the tin man from the wizard of oz?

Who would win In a fight between RoboCop and the tin man from the wizard of oz? Whoever owned the movie rights? Otherwise no one? Robot on robot crime is dividing america. If Robocop won he would probably be pursued by al sharpton for killing someone that only had an ax or nothing. If the tin man won then he's a cop killer and is going to prison. He'd have to kill robocop. If he didn't then he'd be arrested for assaulting a police officer. So, I don't see how either combatant could really win.

Tin man would be shot hundreds of times before he could even raise his axe.
