Manual on How to Molest Children Is Legal, Cops Say
Florida Police Still Want to Know Who Is Responsible for 170-page Book


A 170-page manual explaining step by step how to molest children which police in Orange County, Fla., believe has been circulating there for months, is not illegal. Investigators have stated that they still want to know where it came from.

"I've never seen anything like it. It was pretty amazing when I first saw it just because how detailed it was," Orange County Sheriff's Office Det. Philip Graves told ABC News Orlando, Fla., affiliate WFTV.

The manual, which was apparently written by someone who calls himself "the mule," is a how-to of child molestation, even explaining where and how to find potential victims, the station reported.

"I was more amazed that someone would be as bold as to create an actual 170-page document that would detail how to do it," he said.
Among the many disturbing topics covered in the book is how to convince a victimized child not to tell his or her parents.

"People who are engaged in the exploitation of children are talking about these things, and how to avoid law enforcement," Seminole County Sheriff's Office Sgt. Dan Purcell told TV station WESH-TV in Orlando.

Deputies with the sheriff's sexual offender surveillance squad have been aware of the manual for the past six months, Graves told WFTV.

The sheriff's office received it through an e-mail listserve, he said.

"We personally haven't worked a case on it, but it has been located within our region," Graves said.

Graves told WFTV that it is not a crime in Orange County to send the manual by e-mail or to possess it, but local and federal investigators are trying to track down where the manual initially came from.

Deputies believe whoever is responsible may have committed crimes against children.[size]

Figure that, The Bible in the school is illegal , but a manual on how to molest a child is not ......We are in the Twillight Zone now!!! My Gosh!!!!

KNowing what is coming against our children is half the battle of knowing how to protect them.....Knowlwedge is wisdom.....

How can I get a copy? This would be very useful for parents on how to counteract their techniques.

Not sure why everyone thinks this is so horrible. I think it's great when criminals do things like this because it helps us a lot.

And, second, why the nasty comments about the police? The newspaper article is written the way all newspaper articles are. It states that the police believe the author may be a suspect. So, we all immediately decide that they didn't realize that from the get go?

What school is this booklet being read in? The Bible is not illegal in schools. My child could take one every day and read it on her own time if she wanted. She could sit on school property, read it, memorize it and recite it every free minute she has.

Teachers are not allowed to read the Bible to our children in school. Thank goodness. And, I am sure they are not going to be allowed to read the child molestation book either. I'd also bet that if any child or teacher was found with a copy of it at school there would be an investigation. There would not be such an investigation if they were in possession of a Bible.

there is soooo much talk circulating about this "how to manual" around the internet, (while the book in question has yet to be produced), Im inclined to think its just another urban legend...based on the repugnant theme, most people are willing to just take it as truth and then proceed to spout the evilness of "free speech"....

Where does it say that the manual was being used in schools? And who said a bible is not allowed in school? It is, it's just not taught.

its not the bible which is illegal really, its just using it on school premises during 'instructional' time is not permitted


printed work falls under freedom of speech , even when its topics which offend , kiddie porn is illegal (actual PICTURES of children or acts against children) but writing about it is not anymore illegal than writing a step by step manual on murder or bomb building,,,
