figures a woman would say that! what happened to being honest? and just say no thanks I am not interested in you. so don't bother to contact me again... the "it's me not you" is like telling someone they have a chance still. Maybe he can win you over?... go for the truth here

Take it from someone that's had a stalker. If the guy you're trying to get rid of has even a glimmer of hope he'll latch onto it tooth and nail. If being nice doesn't work, be cruel. Be cold. Be painfully obvious. Do whatever you have to to get the message across. He probably won't start stalking you if you don't, but he's also not likely to disappear unless you hurt his feelings intentionally.
