I can't wait to see what programs he has for baby boomers in my area. Might just join one myself. Voluntarily of course.. 
It's called the Silver Scholarship. Volunteer for not less than 500 hours of service and receive a $1,000 education award. There more info. on the link. I see that they won't allow sex offenders or murderers.  i like how you added sex offenders and murders to the response to boo

Again, referring to page 285. The effect on the Nation, on those who serve, and on the families of those who serve, if all individuals in the United States were expected to perform national service or were required to perform a certain amount of national service. Key words, expected to perform and required to. The final bill was passed in accordance to the recommendations set forth in the guidelines. Volunteering is a Service that's not monetarily compensated. I found it. It's where they talk about have an advisory panel of Congress to see how it benefits society, personal benefits, satisfaction. They will discuss if existing databases are effective. They will discuss whether or not a workable fair service required volunteering could be developed. They will discuss what constraints non-profit organizations have. And more.... They are the topics that Congress will talk about. The rate of pay, I believe, is referring to the Commission and not the volunteers. The volunteers get compensated with money, health care (if they're uninsured) and secondary education. I couldn't find anything about it being mandatory on the final bill.  GOOOOOOOOOOOOOO WINX
All I did was read the bills. I read the whole section and not just a paragraph.
