If the person is on Mingle 2, just report him. Explain the circumstances and they may either: (1) brings this to his attention and that he must stop it, or (2) simply just banish him from this site. As to the outside site, that is a problem in which I don't think anyone can help you unless there are laws, and then it is law enforcement times!
