If it is 'dope' U r speaking about? I think that medical experts have an
ongoing debate on that topic. and it might be that they are the people to handle that. However, I do remember somewhere, one or a society of them saying that, as some addicts cannot withdraw from the addiction except they get the drug less and less, it should not be an offence if they obtain it from the Doctors treating them. Also, if the drug taking is made a 'no offence,' the drug will posses less value and the trade will perish. But with all the information about what drugs do, I am amazed about how many still get hooked on addiction when the best way to avoid addiction is NOT TO BEGIN IN THE FIRST PLACE. What is the point aquiring a habit that U have to struggle to get rid off when u might not and have people peeing in your mouth while U sleep on the sidewalk? |

Ther experts say that some of these drugs do somethings to your brain to
make it believe that U must have the chemical effect the drug causes there, like if you were born that way. So the experts wrestle with how to fix that. And in a way, like if they surrender. "What is the point:" They say, "in the person getting arrested over and over when they will be forced to trade in the very drug to obtain money to pay the legal fees and Court fines, then to get arrested again?" They say. They would never catch up with the release from the complications that the drug use produces. ON ANOTHER HAND, SOME ADDICTS overcome the habit while in prison where they cannot obtain the drug. They also escape the MAFIA and drug debts during the 5 years or so they spend in prison. And some emerge as Preachers and Attorneys etc. |

Living in Toronto and being in the uglier side of the streets for close
to 10 years, I have seen the program and others at work. They bring food, clothing, medical aid and fresh needles and crack pipes to those on the streets, in the core. While the intent was to give to those that have nothing, to reduce the spread of TB, hepatitis, HIV, sexually transmitted diseases, it created a monster which was difficult, if not impossible to deal with. It came to be that many on the street benefiting from these services expected them, demanded to be catered to, on the streets, with no initiative, nothing to motivate them in getting help for their addictions or to better their lives. But then I saw that some are so far gone, they will never find a way back, and it is to those that these services are reaching out to, in any attempt to reduce the transmitted diseases that are increasing from dirty needle sharing. It is spreading to those not on the street. An HIV positive prostitute has unprotected sex with an unsuspecting john or shares a dirty needle.....even one with full blown AIDS. |

Needle exchange programmes have worked well in this town, and keeps our
beaches, and public amenities blocks safer for the geberal public. People use drugs intravenously, no matter what the education, it is a sad fact of life. If there is a safe and confidential place for them to receive and dispose of needles, then the greater public is safer, and is a great way to estimate/monitor the number of users within our community, and to make available relevant services that may be required. |
