well since bad breath can be a sign of much worse things than just bad breath then yes
if they dont realize how bad it is i would sure tell them and suggest they see a dentist to make sure they dont have a bigger problem than plain old stank breath |

Reminds me of a Tom Hanks interview I saw on Letterman a few years back. He was working on a movie and one person had really bad breath. Since they were filming over the Christmas holiday season, he bought the entire cast and crew tongue scrappers for presents. So that person wouldn't feel singled out. He didn't say if it helped or not.
