I used to think it was a language or cultural issue with some of our worldwide minglers on the site but now I don't think it is. It's absolute cluelessness, which to be fair, may be a byproduct of culture in some cases. I'm pretty sure a lot of them mistake the forums for live chat.

In fairness, I do notice that some of the most stupid questions asked in the forums come from both domestic and foreign users but that's a whole other rant.

I've always taken the phrase to mean "in love with the idea of being in love." It primarily refers to people who jump into relationships hoping love will develop which, more often than not, it does not. They want it so bad they try to make it happen. Credit them for their optimism but not for their realism.
