No, that is an acquiantance.

Do you call them a friend because you see them every morning?
At home, that might be a roommate or a lover.
At work, that is a coworker.

Do you call them a Friend for just being in the same store as you?
Ummm, no.

Do you call them a Friend for being available when they can be to talk to you?
Getting much closer.

Do you call them a friend for wanting to know whats wrong no matter how many times you tell them you "OK"?
If I'm not really, and just saying so, they are a friend if they are smart enough after a couple ok's to just wait until I'm ready to talk.
