in my opinion he means it he just can't find the courage to tell u when he's sober, for fear of you rejecting him? or he may just be one of those i love you drunks, to be sure unsure next time he does it then asks u about it just tell him the truth what he said and watch his reactions.especially his eyes.

I don't like being disrepected. I would love for a man to like me for who I am, not what I look like. I don't like one that is rude and crude, dishonest, lie's or is a cheater. Or one that trys to make others look bad just to make themselves look better. Or one that at times looks down at you.
