Someone who makes you uncomfortable then doesn't take no for and answer deserves to be reported.
There is and old saying that there is "no punishment like silence for a fool" but it is equally true of someone who will be thrilled to know that he is getting your goat reading that you are aware he is tracking you.
What is dangerous is that some think this is just and innocent game when people often end up getting hurt really bad. The kind of anger that drives people to stalk others is not rational but it is dangerous. I would caution people to be extreamly careful.
