You’ll need to wait until your pic is verified before you can send messages.

i can't send messages. it always appear "we will review your photo" You only joined a few minutes ago. Please be patient, it can take up to 3 days, to review a profile picture, depending on how many new users have to be checked.

How to send a message to someone without giving him/her the chance to reply?

I don’t think you can. After sending a message and then blocking them, your message would disappear so they wouldn’t get to see it in the first place. If you’re a premium member then you could see if/when the message was read and then you could block them after it was read thereby not giving them time to reply.
