it wasent a parent, she was at a party. and now shes scared to tell her parents cause she dont want to get into trouble. im half tempted to get rpd involved.

She won't get in trouble. And, that kind of thing is called rape. And it can scar her forever if she doesn't get help.

she just wants to let it go and forget it, i tried telling her that this dont just go away. but i dont think shes gonna listen to me. i have a friend that works on the sex crimes investigation team so im thinking of getting him involved

Sounds like to me, you need to do the adult thing and make the decision for her. She is in no way mature enough to do that at this time. She might hate ya for it... but later on, she will know you did the right thing.

im thinking ima sit down with the parents and talk to them. as of right now though, ima lay back down and try to get this headache to go away

I agree. She's much too young to make this decision. And too frightened. The thing is, I don't know if you shouldn't go to her parents first. It's not gonna be easy but it's the right thing to do. Whatever's done, though, it needs to be soon. In rape cases, evidence erodes pretty quickly. And, unfortunately, in the world we live in, rape boils down to "he said, she said" in the courts. Trust me, you cannot forget something like this, as hard as you might want to.
