Not consistently. The sun shined yesterday but it was close to being winter coat temperatures. If I remember correctly, it will be towards the end of May when it stays warm more than it stays cold.

Yes it is, lol. Doesn't seem to matter how much you bundle up, it cuts right through you. The rain/wind breaker jacket I got helps a little, so I still go for my little walks.

Lol, yep! It's not as bad when I go to the park in town, lots of sun. But as soon as I walk in the shade or down by the water, holy cow... guess I need to carry a blanket
