If and when it is decided that more Mods are needed. It is a choice of elimination one of the main requirements is that they have been a member for a while and they interact with other members within the forums.. Also within that time they pretty much followed the rules themselves.
To be honest it is a lot of work and one has to try their hardest to be fair.. At times it is not that easy to have to send warnings to several at one time when in fact the first one that posted was the one wrong..But according to the rules if one attacks and others attack back all involved get a warning. Mods only take care of the forums and have nothing to do with programming. That is something that Admin would have to pass on to the programmer.
