Let her do it. Mama Cats have been having kittens for a lot longer than you've been around.

the mother cat usuallychews the cord to cut it and cleans off the amniotic sack (which would be around the kitten) but are you talking about placenta?

The umbilical cord, just like a human baby, will fall off on its own. You don't need to do anything. I've raised lots and lots of kittens, both with and without mommies, if you need anything, shoot me an e-mail.

hi my cat recently just had kitten too...basically the same problem i contacted a breeder and they said it was ok to cut it if the mamma cat wanted nothing to do with it

If the mom is turning her back on a newborn, she knows its apt to be sickly and die anyhow or could be the mama's not in the best of health.... however there are cases where humans have stepped in and rescued the baby from the mama, and nurtured it to good health.

that happened to my kittens once. The mom only cared about rescuing one kitten after we tried to move them to a more safe location in the back yard. She wanted to have them up front. Soon after, she came back and took care of them all. It was strange though.

theres not always an instant bonding or instinct with cats or humans. sometimes it takes a lil while to get used to the new responsibility for any species
