my little cousin asked me!
what's your take peeps..? |

I believe it is rude for anyone to be talking when another is talking to me. So I don't think they should unless it is an interactive conversation and not a lecture the teacher is doing.

if their one mouth is working it's a sure bet their two ears aren't taking in what the teacher is giving

No, it is not appropriate for someone to talk while another is talking, no matter the age of either parties.
Why is this even a question? This is basic, human manners is it not? |

I wasn't allowed to talk even when the teacher wasn't talking...so....
|

depends on teacher and his/her own comfort level when it comes to noise
also depends on what they are talking about for instance...if he is over in corner doing the lunch count for day because that is his classroom job or she is feeding the fish in the classroom and saying good morning to them if the student is blatantly speaking while the teacher is lecturing or explaining the assignment? then no, in my opinion it is not the appropriate time |

Ohhh.. I never talk when my teacher is talking... I always do my best to listen attentively...... I hang on her every word..mmmm..... for instance.
when she says.. is this too hard .... or do you want me to put this here.. ..... when she is twisting her high heel into my back.side.... and she says you like this don't you.... tell me you like this........ so its very important I listen when she's talking.... . |
