To conserve on the silver needs of the Treasury, President Kennedy requested legislation needed to bring the issuance of Silver Certificates to an end and to authorize the Fed to issue small denomination notes (which it could not at that time). The Fed began issuing small denomination notes almost immediately after the legislation was passed. And in October 1964, the Treasury ceased issuing Silver Certificates altogether. If anything, E.O. 11110 enhanced Federal Reserve power and did not in any way reduce it [emphasis added].

G. Edward Griffin, author of the Creature from Jekyll Island, wrote about this non-issue back in 2000:

If you look at a copy of EO 11110 you will find that it does not order the issuance of Silver Certificates. It orders an amendment to EO 10289 . . . Those functions did not include the power to issue Silver Certificates. The purpose of EO 11110 was to add that power to the list . . . EO 11110 did not order the printing of Silver Certificates. It ordered the amendment of a previous executive order so that the United States Code would authorize or "empower" the Secretary of the Treasury to issue Silver Certificates if the occasion should arise . . .

Let's put this issue into perspective. The proponents of the JFK Myth assert that Kennedy was assassinated because he was about to issue Silver Certificates, thereby denying the bankers their customary interest payments on the nation's currency. However, the reality was just the opposite. Previously, the President could have issued Silver Certificates on his own authority; but, with the signing of EO 11110, he delegated that authority to the Secretary of the Treasury. At that time, the Secretary of the Treasury was Douglas Dillon from a well-known and powerful banking family. That means Kennedy surrendered the power to issue Silver Certificates and gave it to a member of the banking fraternity who could do with it as he pleased "without the approval, ratification, or other action of the President." Dillon, of course, would have strong motive to preserve the dominance of Federal Reserve Notes. The theory that Kennedy was getting ready to issue Silver Certificates is without evidence or logic.Griffin takes the CCLI to task for making up additional baseless bs, "The Christian Common Law Institute has exhaustively researched this matter through the Federal Register and Library of Congress. We can now safely conclude that this Executive Order has never been repealed, amended, or superseded by any subsequent Executive Order. In simple terms, it is still valid." To which he replies:

This is not supported by the facts. The power granted to the Secretary of Treasury to issue Silver Certificates was rescinded on September 9, 1987, by Executive Order 12608, signed by President Reagan. The official purpose of the Order was stated as "Elimination of unnecessary Executive orders and technical amendments to others." It did not affect EO 11110 directly but did affect the parent EO 10289 - along with 62 other executive orders. That is how paragraph (j) was amended to remove the power in question. This Order can be found in its entirety in the Federal Register 52 FR 34617.

Some members of Congress are ramping up their call for the public release of 28 classified pages from the government'€™s 9/11 report. The top-secret pages reportedly reveal Saudi funding of the terrorist attack.

On Wednesday, Reps. Walter B. Jones, R-N.C., and Stephen Lynch, D-Mass., will join former Democratic Sen. Bob Graham of Florida for a Capitol Hill press conference on House Resolution 428, demanding that President Obama declassify the 28 pages of the Joint Inquiry into Intelligence Activities Before and After the Terrorist Attacks of September 2001.

The 28 pages were initially classified by President George W. Bush and have remained under seal.

KAITLYN STRADA, FATHER KILLED IN 9/11 TERRORIST ATTACK: Mr. President, please declassify the 28 pages that hold truths regarding who was behind my father's murder, for me and for the other 3,000 children who lost a parent on 9/11. As a father, wouldn't you want your children to not have to live with unanswered questions without ever knowing the truth?

A congressional committee conducted an investigation. Today, buried in a filing cabinet beneath the U.S. Capitol are 28 pages from that investigation that were first classified by President George W. Bush. Reportedly those 28 pages have interesting details about possible Saudi involvement in a planning and funding of the attack.

President Obama has promised 9/11 victim family members that he will release them. But he hasn't. He should.

Mr. President, please release the 28 pages as you promised. We can handle the truth.

One person who has read those documents and wants all Americans to have the same access is former U.S. senator and Florida Governor Bob Graham. He was chair of the Senate Intel Committee when the 9/11 report was finished back in 2002. He's in Boston.

TERRY STRADA, HUSBAND KILLED ON 9/11: What the 9/11 families know is that Saudi Arabia played a major role in financing 9/11 but the American people are not aware of this fact.

SMERCONISH: You believe we'll know if we get the access to the 28 pages.

Senator Graham, you read those 28 pages. What's in them?

BOB GRAHAM, FORMER U.S. SENATOR & GOVERNOR OF FLORIDA (D): Well, I can't give details because they are classified, Michael. But you correctly state they primarily deal with who financed 9/11, and they point a strong finger at Saudi Arabia.

SMERCONISH: Senator Graham, we're talking about the work that was done by the Intel Committee distinct and different from the 9/11 Commission. How did the 9/11 Commission handle this issue when they conducted their investigation?

GRAHAM: Well, they did not pursue some of the leads that we had left them with. Our joint inquiry lasted during the year of 2002, the citizens commission was established shortly thereafter. Many of the lines of investigation that we had begun to unearth, particularly in the fall of 2002, in my opinion have not been adequately pursued.

SMERCONISH: Lawrence Wright has written on this and he notes that the Prince Bandar himself has requested that the 28 pages be released. In other words, that there is an argument for the Saudis, they think they are being besmirched by the lack of release. Can you tell me anything else, Senator, about their position in this regard?

GRAHAM: Well, I personally take that with a very jaundice view. To me, it sounds like there was an understanding between the White House and the Kingdom that they would concoct this idea of asking the White House to release, the White House refused, in fact, they actually issued their refusal while representatives of Saudi Arabia were in the air flying to Washington. They got there, heard that their request had been rejected, got back on the plane and flew back to Saudi Arabia.

I think it was a very transparent contrived way to try to find an excuse for Saudi Arabia.

SMERCONISH: Terry, this controversy has been going on for a while. In 2003, 44 members of the U.S. Senate signed a letter and said we want this information released. Those signatories included Secretary Clinton, then Senator Clinton, and Senator Kerry, now Secretary Kerry.

STRADA: Yes.

SMERCONISH: Have they fallen silent since taking on their new responsibilities or are they still championing this cause?

STRADA: They are silent on the issue. We have not heard from them. Also, Vice President Biden signed the letter as well. We've heard nothing from anybody.

SMERCONISH: So, what's going on here? What do you think is driving this?

STRADA: They are protecting the Saudi regime over protecting the American people. And that is the travesty and that's what we're trying to bring to the attention of the American people that they can get involved in this. There is a Web site, 28pages.org, they can go to this Web site, they can read the letters that we have written to the president, read the letter written in 2003, and they can take action. They can call their representatives and they can get involved and they can ask them please read the pages and support this.

SMERCONISH: I hope you get resolution before the 2016 cycle begins. But if you don't, this ought to be an issue for the presidential campaign where in a debate forum, they are asked, will you release those 28 pages? I hope it happens now on President Obama's watch.

Senator Graham, I don't want to get too far in the weeds on this though I have read up on the subject. Is this all about a deal that was made between the Wahhabi extremists and the Saudi family to buy peace in that country? Is that the origin as far as you can tell of this issue?

GRAHAM: Yes. And I think that has real implications for the United States because Saudi Arabia has been the principle supporter financially and otherwise of these extremist movements. Al Qaeda, al Qaeda in the Arabian Peninsula, al Shabaab, the al Qaeda franchise in Somalia and now is are all the products of Saudi's desire and commitment to its clerical leadership to extend this extreme form of Islam.

And our failure to call the Saudis to account I think has contributed to their feeling of impunity, that we can do whatever we want to do because the Americans even under the most severe provocation are not going to respond.

SMERCONISH: I know this week you are all going to stand up with members of Congress. I wish you Godspeed in that regard. It's hard to look at your daughter, beautiful by the way, and not say release the 28 pages.

STRADA: Thank you. Thank you very much. Yes, exactly. We hope that we'll be successful this time around.

BUSH: So, what's the plan again?

CHENEY: Well, we need to invade Iraq and Afghanistan. So what we've decided to do is crash a whole bunch of remote-controlled planes into Wall Street and the Pentagon, say they're real hijacked commercial planes, and blame it on the towelheads; then we'll just blow up the buildings ourselves to make sure they actually fall down.

RUMSFELD: Right! And we'll make sure that some of the hijackers are agents of Saddam Hussein! That way we'll have no problem getting the public to buy the invasion.

CHENEY: No, Don, we won't.

RUMSFELD: We won't?

CHENEY: No, that's too obvious. We'll make the hijackers al-Qaeda and then just imply a connection to Iraq.

RUMSFELD: But if we're just making up the whole thing, why not just put Saddam's fingerprints on the attack?

CHENEY: (sighing) It just has to be this way, Don. Ups the ante, as it were. This way, we're not insulated if things go wrong in Iraq. Gives us incentive to get the invasion right the first time around.

BUSH: I'm a total idiot who can barely read, so I'll buy that. But I've got a question. Why do we need to crash planes into the Towers at all? Since everyone knows terrorists already tried to blow up that building complex from the ground up once, why don't we just blow it up like we plan to anyway, and blame the bombs on the terrorists?

RUMSFELD: Mr. President, you don't understand. It's much better to sneak into the buildings ourselves in the days before the attacks, plant the bombs, and then make it look like it was exploding planes that brought the buildings down. That way, we involve more people in the plot, stand a much greater chance of being exposed, and needlessly complicate everything!

CHENEY: Of course, just toppling the Twin Towers will never be enough. No one would give us the war mandate we need if we just blow up the Towers. Clearly, we also need to shoot a missile at a small corner of the Pentagon to create a mightily underpublicized additional symbol of international terrorism -- and then, obviously, we need to fake a plane crash in the middle of nowhere somewhere in rural Pennsylvania.

RUMSFELD: Yeah, it goes without saying that the level of public outrage will not be sufficient without that crash in the middle of ****ing nowhere.

CHENEY: And the Pentagon crash -- we'll have to do it in broad daylight and say it was a plane, even though it'll really be a cruise missile.

BUSH: Wait, why do we have to use a missile?

CHENEY: Because it's much easier to shoot a missile and say it was a plane. It's not easy to steer a real passenger plane into the Pentagon. Planes are hard to come by.

BUSH: But aren't we using two planes for the Twin Towers?

CHENEY: Mr. President, you're missing the point. With the Pentagon, we use a missile, and say it was a plane.

BUSH: Right, but I'm saying, why don't we just use a plane and say it was a plane? We'll be doing that with the Twin Towers, right?

CHENEY: Right, but in this case, we use a missile. (Throws hands up in frustration) Don, can you help me out here?

RUMSFELD: Mr. President, in Washington, we use a missile because it's sneakier that way. Using an actual plane would be too obvious, even though we'll be doing just that in New York.

BUSH: Oh, okay.

RUMSFELD: The other good thing about saying that it was a passenger jet is that that way, we have to invent a few hundred fictional victims and account for a nonexistent missing crew and plane. It's always better when you leave more cover story to invent, more legwork to do, and more possible holes to investigate. Doubt, legwork, and possible exposure -- you can't pull off any good conspiracy without them.

BUSH: You guys are brilliant! Because if there's one thing about Americans -- they won't let a president go to war without a damn good reason. How could we ever get the media, the corporate world, and our military to endorse an invasion of a secular Iraqi state unless we faked an attack against New York at the hands of a bunch of Saudi religious radicals? Why, they'd never buy it. Look at how hard it was to get us into Vietnam, Iraq the last time, Kosovo?

CHENEY: Like pulling teeth!

RUMSFELD: Well, I'm sold on the idea. Let's call the Joint Chiefs, the FAA, the New York and Washington DC fire departments, Rudy Giuliani, all three networks, the families of a thousand fictional airline victims, MI-5, the FBI, FEMA, the NYPD, Larry Eagleburger, Osama bin Laden, Noam Chomsky and the fifty thousand other people we'll need to pull this off. There isn't a moment to lose!

BUSH: Don't forget to call all of those Wall Street hotshots who donated $100 million to our last campaign. They'll be thrilled to know that we'll be targeting them for execution as part of our thousand-tentacled modern-day bonehead Reichstag scheme! After all, if we're going to make martyrs -- why not make them out of our campaign paymasters? ****, didn't the Merrill Lynch guys say they needed a refurbishing in their New York offices?
