Yeah, the removal of American troops from Iraq was the fulfillment of an agreement that President GWB made with the President of Iraq. President Obama had to honor that agreement, or else he would have been accused of violating the law.

Besides, the U.S. military has already fulfilled the purposes for which it was sent into Iraq.

Anyway, Saddam Hussein wanted the government of Iran to believe that Iraq possessed WMDs, and so, Hussein tried a bluff.

Actually President Bush wasn't planning on withdrawing ALL US Forces from Iraq. He was going to leave a number of troops at various US bases across the country to prevent this exact situation from happening.
