the 3 magic words i normally hear are "**** off loser!"
if YOU feel it, then YOU say it. if it isn't reciprocated, so what? did you say "i love you" because you love the person? or did you say it just to hear it said to you? if one person's feelings determined another's then there would be no single people in the world. i've loved and been loved when the feeling was one sided. some people get hurt by it, some don't. sometimes one person doesn't feel the same way YET. i'd rather not hear the phrase returned if the person isn't feeling it. that is just plain ol deceitful. likewise, if i ain't feeling it, i give an honest summary of my feelings. it's only fair. funny thing is, when someone says they love you don't get too excited. it translates into "i'm ready to cause you eternal sadness, grief and aggravation."

I say it whenever I feel like it. the more the better...it doesn't even matter if he does not feel the same way but I try not to overwhelm him

I love you. When do you say them? I think when you know you in it for the long haul, you see a future with them. When you feel it I wouldn't want to regret not saying it. I would say it in person to see his body language, definitely not in a email or text. When do you say those 3 magic words? Definitely not soon after drinking alcohol. I know better than that.
