A majority do speak english, unless you are charge them money fr services or enforcing some sort of law. Then all this sudden, no english skills at all. I see this all the time...

On Ocean Force the other day-a car(sports car)like an IROC Z i think it was. had two men in the front, two women in the back and two toddlers in the back. All Hispanic. No carseats. More people than seatbelts. When the officer asked them about them driving with the toddlers not in a seatbelt, they said they were going to hold them--(in english) When he asked if they rode there like that they said Yes, (the two women)

When he approached the driver-whom he already had a full english conversation with in the beginning..there were also open beer bottles in the front seat. Then he asked if they had been drinking, all this sudden no - not one spoke english...no english...

If you go to another country you have to learn their language. All early immigrants learned English, now all of a sudden they don't. It's a shame.
