It was over a 9/11 proposition Wiener was found to make 1.2 million off of the 7.4 million he was asking for and he went right to blaming the Republicans. He was pissed they didn't let him get his cut. On top of that only 3.2 million was supposed to be used in the program. So where was additional 4.2 million supposed to go?

Besides that this program would have allowed illegal immigrants to make 9/11 claims.

The recusal policy that Justice Thomas signed prevents him from ruling on cases that his family members or friends worked on, he previously ruled on as a lower court judge or cases where he (personally) could make direct monetary gains. The policy says nothing about his wife's monetary gains.

His wife hasn't worked for the groups in question in over a year and thus she cannot expect to make any financial gains from the ruling.
