He rented the costume, F&L, and the guy just told him white socks are fine and he can't afford the Doc Martens.... (and he says no, he's not wearing anything underneath--he usually doesn't)  He says it is really comfortable and not breezy.

It's a costume he rented from a Halloween shop. I have no idea what tartan it is...he is looking in to getting one of his family plaid but it is a rare plaid and would cost a fortune.

what name? im a montgomery mine looks a little like burberry tartan. i live in highlands now but from dundee east of scotland. im movein to florida next year :) i know kilt makers

The picture was taken on a cell phone and I took it off his profile to show it, it isn't an authentic kilt, it's a Halloween costume. So if it isn't correct, blame the people who designed the costume, not Jon. He's just having fun wearing it.
