You are suddenly thrust into the position of supreme ruler of the earth by aliens. All laws and rules have been abolished by them, but they don't want chaos and Anarchy either. This new society needs simple but firm ground rules. So what are the first few laws/rules you put into place?

Everyone must sit at the same time each day and meditate for universal peace and unconditional love for every being. With those rules in place.....we wouldn't need others.

No rules within the first decade,except one...any reprehensible action taken in bodily or mental harm of a persons free will or space shall be counter acted with a likewise offence doubled...such as you commit a heinous sex offense you are punished in the same way or worse.
I would let humanity do a bit of "weeding" out of itself for a while,harsh true,but that would free up the highways of that one idiot who keeps DUI'n...would take multiple years to know who is a repeat offender to society and therefore not worth it for them to remain...now where is that mothership?:P

No one would be allowed on the freeway when I'm on my way to or from anyplace.
