I had to remove the tank to the toilet in order to paint behind tank. The existing bolts were corroded and I had to cut the screws off. Went to the local Home Depot and bought a universal gasket & 2 bolt kit to reconnect. However, as per instructions it says to insert (onto new bolt) a rubber washer, a metal washer and a bolt (makes sense). Reverse from bottom to the top of bolt. My question is having the hex nut on the inside of the tank, doesnt make much sense. Any advice?

I think I would put the nuts on the outside of the tank that way they are easier to put on and remove and not corrode as much... but that's JMO.

i imagine the bracket on the wall has a hex shape for the bolt head to sit in
as you undo the nut to take the tank off the wall, you will be pulling on the bolt, keeping its head in the hex cut out on the bracket.
if the nut was in the bracket, as you undo the bolt, the nut would leave the hex cut out.
its just easyer to slide the tank onto the bolt rather than try to thread the nuts on behind the tank, if you can even get your hand behind the tank!!

this would be my guess

as per instructions it has a rubber gasket, metal gasket, hex nut - insert bolt to connect tank to bowl and insert the rubber, metal and additional hex nut from underneath.

asking to make sure that were I to not install the hex nut on inside of tank if it would damage it in any way, now or down the line.

tank sits on top of bowl not to wall. no brackets used.

in that case, as long as the nut fits flush when put on the outside then i would put the nut on the outside
rubber washer in contact with tank bottom, then metal washer used to compress the rubber. dont over tighten or you`ll distaute the rubber and it will leek.
g luck
