1. along the post that both doors hinge to, remove those plastic panels & down the bottom of each are the motors for the seat belts sometimes the fuse for each one is there. 2. underneath either the driver seat or the passenger seat there is a module for the seat belts. that can go bad as well. |

Check your owner's manual. There should be a list of locations and functions for the car's fuses. You'll find which one covers the seat belt motors. I suspect that both front seats use the same fuse. On a 21 year old car, anything could be suspect. Blown fuse, burned out motor, bad gear drive, broken track, etc. IF it is a fuse or a motor you need to figure out why it broke and fix that too, or it will blow/burn out again.
If you can figure out some way to move the buckle along the track, see if you can get it into the closed position, then disable the motor. At least that way you will be able to use the seat belt properly. My recommendation is a trip to a junkyard to find a used replacement. You'll have to find someone with a set of Torx (similar to an Allen head, but with points instead of flats) bits to remove the motor from the car. Stock car drivers put in a 4 point harness system. Get one. hell yeah! i may be putting some in my k5 blazer since the factory belts don't help much offroad. if the motorized door belts detach (most cars have a buckle on there for that) you can lock the belts in their driving position and just buckle and unbuckle them as needed. ghetto? maybe. but you won't get a ticket and they should be just as safe. |

it is a seat belt law not a shoulder strap law just a thought but hey what do i know around here they'll get you for not wearing the shoulder part. basically you have to wear whatever the car came with (at least. upgrading from a 3-point system to a 4-point race harness is fine) unless you have a doctor's note or are performing certain jobs like mailman where the belt would impede get in the way of performing the duty. |

find the motor that runs the belt then add a hot line from the battery to it this will tell if it ios the motor or not. if the motor runs then go to the next step witch you will need to work for it is not a fuse it is a relay switch that may be anyplace in the car contact the dealer and ask for a service adviser he / she will be able to tell the location of the relay then switch it out and your trubles should be over. the idea of both belts going bad at the same time is a slim to none bet, the relay is your best bet.
