St Paul, MN Al Franken was certified by the Minnesota Supreme Cour by an 8 - 1 margin and was immediately sworn in by Harry Reid,(D) Nevada and Vice President Joseph Biden. After being sworn in, Senator Franken introduced SB 1244 mandating a minute of laughter in all public schools, to replace the mandated minute of silence, which replaced the mandated minute of prayer. The House will take up the matter as soon as the Memorial Day recess is concluded.

The election of Franken just reinforces the fact that Minnesota should become part of Canada.
