I think for me, I categorize shortcomings, flaws, character deficits and strengths, and areas of development... they are similiar but yet not the same.
Things such as alcohol use, habits, quirks, and parts of a person's personality exhibited in behavior are all things I look at. They all carry different measures of weight based on my personal beliefs and morals. For example, to me, being Republican is a shortcoming....
