It says you should immediately start treating her like a friend or walk away if you can't. She either just wants to be friends, doesn't know what she wants, or is testing you. If you quit treating her like more than a friend, you'll probably find out pretty quickly which it is.

For one, it's a cop out that she can't say whatever is on her mind when another person is showing her affection. Then there are quite a few other women who just want to have you around as well as collecting other guys just to keep their options open.

Bottom line is that if a guy lets a girl know he is interested in her romantically, it is just downright fundamentaly wrong for her to expect him to forget about it and just be her friend.
