I think it’s more of a cultural issue and where you are from or the behaviors you have observed as opposed to ethnicity. If you were say, from Italy or grew up in Italy, you would most likely speak Italian and English. You would also adhere to the expectations and customs of that particular culture. The same would apply wherever you lived. I am Italian by ethnic background, yet I've never been to Italy nor have I ever lived there so my behaviors would be considered very American if I were to visit Italy now. Something along those lines.
