The one who put it up. You see...a toilet seat's natural resting state is in the down position. If you do not return the seat to it's natural resting position, the kinetic energy stored therein could possibly cause collateral damage upon an uncontrolled release of said energy. This could in turn cause a chain reaction, with the end result being pain and suffering to the person who left the seat up.

I feel it should be left up to prevent any mishaps..Women can put it down when they need it...Which would you prefer? Possible seat spoil? Or just simply put it down and then back up after you use it?
