Talk to him, let him know what it is you are looking for in the relationship. He could be taking it slow because like others have said, if you "don't like you in that way", he'll feel shot down. It it moves on to something more than friends and it goes south, he's lost a friend. You can always make a serious move on him, that always makes me feel like a million bucks.
