I have set my parameters for women between 60 and 69 years. Yet, when I go to "Mutual Matches", everyone of the women are in their mid-fifties; not a single woman in her sixties. Is there a way to set these mutual matches to fit my requested age range?

Sorry, I disagree. Age is more than a number. For me, I prefer being with someone around my own age. That's because of our shared historical experiences such as the Beatles coming to America or the first moon landing. Our generation enjoyed the same music, expressions, and often the same POV. At times, when I'm with younger people, they'll say something and I won't have a clue what they're talking about. It's that generational gap. It has nothing to do with how active one is or how "young" one feels. I'll take a sexy woman around my own age any day.
